摘要：条块协调何以可能是理解中国官僚体制的弹性和活力的一个重要视角。本文考察了上海市的城市基层治理经验,发现大都市对治理质量的高要求对城市基层治理的条块协调构成了巨大压力,由此形成基于正式政治的条块协调机制和基于非正式政治的条块协调机制协同并用的城市基层治理景观。本文在分析城市基层治理中条块矛盾的表现形态和发生机制的基础上,着重梳理了条块协调的正式政治和非正式政治的多样化形态。文章最后对条块协调的正式政治和非正式政治进行了比较分析,提出了正式政治与非正式政治"双轨运作"的理论框架,并尝试性地解析了"双轨运作"中正式政治与非正式政治的四种交互模式。
The objective of this paper is to illustrate and examine how the relationship between 'Tiao' and 'Kuai' in city basic-level governance would be coordinated. This could be open another perspective to understand the resilience of Chinese political regime. An exploratory multi-case study and fieldwork involving talk with street-level bureaucracy are used to study in this article. The paper find the relationship between 'Tiao' and 'Kuai' in city basic-level governance is quiet important for good governance. It seems that the main mechanism to coordinate 'Tiao' and 'Kuai' is a 'double-track' working process of formal politics and informal politics. The interaction between formal politics and informal politics could be dual-promote model,substitute model,smooth model and violate model. The key limitation of the study is that the talked experiences are not from a single field point,which means that the whole discourse of this paper is composed of fragmented experiences. The main implication of this paper is provide a new perspective for understand the resilience of Chinese regime. And the main value of this paper is the finding that both formal politics and informal politics make sense in coordinating the relationship between 'Tiao' and 'Kuai' in city basic-level governance. The paper also analyzes the possible interaction models between formal politics and informal politics.
