摘要：公共服务均等化是公平正义在公共服务领域的具体体现,不同公平正义理论之间的分歧往往与其所持有的平等观密切相关。阿玛蒂亚.森在对主要平等观进行批判性检视基础上,提出的基于能力视角的平等观,具有综合性和包容性特点,对我国具有重要的启发意义。它要求公共服务均等要兼顾公平与效率以及结果平等与程序平等,并将关注的焦点集中于对能力有至关重要影响的公共服务领域,结合现实紧迫性,实行差序性实现;同时重视政府、市场、社会及个人在实现均等化过程中的多元主体作用。
Equality of public services represents fair and justice in public services. The different theories on fair and justice varies with views of the equality. After commenting the views of equality, Amartya K. Sen observes that the equality of public services must pay attention to the fair and efficiency, and results and its process, and should focus on the factors affecting the capabilities most. He also emphasizes the roles of government, market, society and individuals in the course of the equality.
