摘要：国家、市场与社会有不同的运行机制。国家领域以强制为基础,市场领域以竞争为前提,社会领域以自治为特色。中国养老社会保障制度安排的不足与国家、市场、社会机制的配置密切相关。要完善中国养老社会保障制度,不仅应强化国家的基础性作用,特别是推进制度的法定性,扩大受益人的范围,确保国家的资金责任,还要建立养老保险基金信托制度,构建利益代表制度。
State, market and society have different mechanisms. State is based on compulsiveness, market is based on competition and society is based on self administration. The disadvantages of Chinese system of the old social security have close relationship with the mechanism of state, market and society. In order to improve Chinese system of the old social security, we should strengthen the basic function of state, improve the system of fund trust and interest representation.
