摘要：在当前关于城市社区治理微观基础的探讨中,研究者往往倾向于围绕政府权力、社会资源介入等外向力进行分析,却较少关注城市社区治理的内生力。然而,城市社区实现有效治理的关键在于激发社区内生的治理力量,盘活社区内在的各种关系,以社区自治推进社区治理。实践中,城市社区治理的内生力具体表现为社区居民的自组织能力,它能够在社区自组织的形成和行动中将其组织成员的身份、关系和能力嵌入日常生活、集体行动和社区舆论等具体的治理实践层面,并推动城市社区实现可持续的良性治理。
In the current research on the microcosmic basis of urban community governance,researchers tend to analyze the external forces of government power and social resource intervention,but pay less attention to the internal force of urban community governance. However,the key to effective governance in urban communities is to stimulate the community’s endogenous governance forces,to invigorate the various relationships of the community,and to promote community governance by community autonomy. In reality,the internal force of urban community governance is embodied in the self-organizing ability of community residents. It can embed the identity,relationship and ability of its members into the concrete practice level of daily life,collective action and community public opinion in the formation and action of community self-organization,and promote the sustainable and good governance of urban communities.
