摘要：现行政府主导下的政社结合体制导致社会工作难以在社会治理中发挥出专业优势。在基层政社关系中,由于街(镇)政府的角色和职责,以及在引入社会工作体系后政府职能部门新的行政管理边界的界定及制度安排尚未完成,合作性政社关系的制度基础薄弱,导致政府基层组织和社会工作组织、社会工作者间的关系成为一种行政主导的管理与被管理、行政垄断与资金依附关系,社会工作者被"同化"为行政事务协管员,由此削弱了社会工作服务的独立性和专业性。构建良性基层政社关系是进一步完善政府购买社会工作服务制度的基础和前提保障。
Based on observations from a government-purchased crime-prevention social work program in a district in S Based on hanghai observations from a government-purchased crime-prevention social work program this paper analyzes why the professional strength of social workers is hindered in the current government-led social work service and management programs. The main conclusion is that the mere employment of social workers in those programs treats social work services as regular government work programs being carried out, the government and social worke managed object, with the government being a monopolist controlling basis of a cooperating mechanism between the two paper provides suggestion for a better mechanism for rs act as a pair of manager and the the administration and funding. The sides is missing. Based on the above analysis, this government-purchased social work programs from the perspective of the government.
