摘要：本文从人力资本投资的类别、形式等方面,分析了上海公共财政向教育、培训、人才引进的投资现状,指出了上海在人力资本投资方面的优势与存在的问题,揭示了上海正处于以物力资本优先积累发展战略和以人力资本优先积累发展战略进程的转型中,并开始进入以人力资本投资为中心的发展进程,应当在新一轮发展中,进一步加大公共财政对人力资本的投资。
This article analyzes the present situation of human capital investment on education, training, human resource introduction etc., in Shanghai public finance in the aspects of category etc. It also highlights the strength and weakness of the present human capital investment in Shanghai. In the article, it＇s stated that Shanghai is transforming the strategy from natural capital accumulation first to human capital accumulation first. In the transformation, the government tends to enlarge the public investment on human capital.
