摘要：城市社区环境治理议题是创新城市环境治理和社会治理双重实践中的一个重要社会问题。基于上海市M社区环境治理的实践分析,本文构建了一个自治式共治的分析框架,该框架包括居民自治、社会参与、企业履责和政府嵌入四个要素。居民自治是居民通过一定的组织形式、借助一定的制度载体开展环境自治行动;社会参与是外来社会力量以组织动员、业务指导等方式参与社区环境治理;企业履责即企业在生产经营过程中,自觉履行保护社区环境、推动生态文明的社会责任;政府嵌入则是政府以嵌入治理的方式,对社区环境治理走向进行引导和干预。自治式共治是多重力量在实践中不断互构的过程,在这一过程中各利益主体形成了以社区为基础的治理合力,推动了城市社区环境善治的实现。
The issue of environmental governance in urban community is an important social topic in the dual practice of innovative urban environmental governance and social governance.Based upon the practice analysis on the M community environmental governance in Shanghai,this paper constructs an analytical framework of autonomous co-governance,which includes four elements:resident autonomy,social participation,corporate responsibility and government embedding.Resident autonomy is the residents'environmental self-governance actions to through certain organizational forms and with certain institutional carriers;social participation is the participation of outside social forces in community environmental governance through organizational mobilization and business guidance;corporate responsibility means that enterprises process consciously fulfill the social responsibility of protecting the community environment and promoting ecological civilization in the production and operation;government embedding is based on embedded governance,and the government guides and intervenes in the direction of community environmental governance.Autonomous co-governance is the process of multi-stakeholder interaction in practice.In this process,various stakeholders form a community-based governance synergy and promote the realization of urban community environmental good governance.
