摘要：能源法的原则指体现能源法的基本精神,构成能源法的基础或本源的综合性、稳定性的准则。在低碳经济理念下,实现能源安全有效供给保障与环境保护的同步是能源立法的基本价值追求。能源立法的基本原则应该坚持能源可持续利用原则,节能高效、综合利用原则,能源开发利用与环境保护相结合原则,能源多元化、优化能源结构和国际合作原则。
The basic principles of energy law are comprehensive and stable norms which reflect the basic spirit,foundation or origin of energy law.To realize the synchronization of environmental protection and energy sustained supply ,is the basic value pursuance for energy legislation under the idea of low carbon economy. The basic principles of energy legislation should adhere to the principles of energy sustained utilization ,energy-saving,energy comprehensive utilization with high efficiency,environmental protection in energy development and utilization,the structure optimization for multi-energy and international energy cooperation.
