摘要：城市经济体制改革过程中,企业下岗分流使得部分城市居民无法享受单位制下的全面保护包括医疗保障而沦为城市贫困群体。贫困人口比非贫困人口更易面临疾病风险,医疗需求更大,但其医疗支付能力相对较差。本研究发现,城市贫困人口在城市中遭受着来自于市场、制度和家庭等方面的医疗排斥,这加剧了城市贫困人口"看病难"的情形,从而使其健康得不到保障,有损卫生公平和社会正义。
During the economic institutional transformation in city, some of the urban residents can not be comprehensively protected by unit institution because of laid-off and distributaries in the enterprise, including medical security. The poor suffer more illness risk and have more medical needs and lower paying capability than the not-poor. Moreover, it becomes more difficult for the poor to see a doctor because they still suffer all kinds of medical exclusion from market, institution and family in city so that they are lack of healthy security. It breaches medical equity and social justice.
