摘要：上海是我国最早步入老龄化行列的城市之一,且老龄化程度日渐加深。由于家庭养老功能的日渐式微和社区养老的非专业性,机构养老服务的作用日益突出。在深度老龄化阶段,机构养老服务在床数总体规模、专业服务水平、服务内容和机构布局等方面存在四大结构性供需瓶颈。因而,如何构建完善的机构养老服务体系,及时有效地开展全方位协同,满足老年人常态化、专业化、多样化及选择性的养老需求,是上海市机构养老服务的优化策略。这对于提高养老机构老年人的生活质量,促进养老机构健康有序发展,从而推动积极老龄化和健康老龄化,具有重大的理论和现实意义。
Shanghai is one of the earliest aging cities of China. In the advanced stage of ageing, the pension service has four structural bottlenecks of supply-demand imbalances, such as the overall size of bed numbers, the professional level of service, service content and spatial arrangement of institution. Therefore, the optimization strategies of the pension service in Shanghai municipal are to carry out a full range of coordination, covering building the perfect institutional pension mechanism so as to meet the normalizing, professional, diversified and optional needs for the elderly, which is of great theoretical and practical significance to improve the life quality of the elderly in pension institutions and promote the healthy and orderly development of pension institution, thus to promote active aging and healthy aging.
