摘要：The Essence of a low-carbon economy is to improve energy efficiency and transform energy structure which aims to promote low-carbon technologies and regime innovation. This article elaborates on the characteristics of policy regime to promote low-carbon technology innovation based on the summary of related experience in developed countries. The main points on the policy design are also discussed from innovation environment and technology innovation systems aspects.
