摘要:碳排放权交易作为纠正碳排放负外部性的有效手段,被预期为我国实现“碳达峰、碳中和”(“双碳”)目标的重要政策工具,但现有研究对于碳排放权交易试点政策在具有不同能源禀赋地区的实施效果是否存在差异尚未予以关注。采用2003-2017年中国280座地级及以上城市的面板数据样本和双重差分(DID)模型,在区分碳排放权交易试点政策的价格效应与规模效应的基础上,对该政策的碳减排效应及其作用机制进行了实证考察。特别地,识别比较了该政策在能源供给侧与消费侧的异质性实施效果。研究发现,碳排放权交易试点政策能够产生显著的碳减排效应,而且这种减排效应在能源供给侧要明显强于能源消费侧;碳排放权交易试点政策的价格效应对碳减排的推动作用在样本城市整体层面显著存在,而其规模效应对碳减排的积极影响则仅在非直辖市和非低碳试点城市显著存在;产业结构优化仅能在能源供给侧通过碳排放权交易试点政策的价格效应驱动碳减排,而绿色技术创新无论在能源供给侧还是消费侧,均有助于实现碳排放权交易试点政策的碳减排效应。
As an effective method of correcting the negative externalities of carbon emission, the carbon emission permit trade is anticipated to be a major policy tool for carbon peaking and carbon neutrality. However,the existing researches do not focus on the difference of the actual effect in the regions of various energy endowments where the pilot policy of carbon emission permit trade is implemented. By adopting the panel data of 280 cities at prefecture level and above in China from 2003 to 2017 and the difference-in-difference(DID)model, and distinguishing the price effect and scale effect of the pilot policy, the present paper conducts an empirical study on the carbon emission reduction effect and mechanism of the pilot policy. Moreover, it compares the heterogenous effect of the energy supply side and energy consumption side owing to the exercise of the pilot policy. The results show that the pilot policy can generate a remarkable carbon emission reduction effect, which is more obvious in the energy supply side than the consumption side. The price effect of the pilot policy has significantly propelled carbon emission reduction in the sample cities as a whole, while the positive impact of the scale effect on carbon emission reduction is apparent only in non-municipalities and non-low-carbon pilot cities. Besides, the industrial structure optimization can only advance carbon emission reduction on the energy supply side through the price effect of the pilot policy. However, the green technology innovation can facilitate the pilot policy to achieve the same effect on both sides of energy supply and consumption.
