摘要：社会发展变迁使得我国传统社会服务体系面临着一系列的挑战及实践困境,这些挑战和困境成为推动社会服务体系理论、实践创新的逻辑起点。从原先以注重效率、经济理性为核心的工具理性范式向以社会利他、社会规范和集体利益为核心的社会理性范式转换,应成为创新社会服务体系的理论基石。在社会理性视角下,建构新社会服务体系的实践路径是:社会政策的社会理性范式创新是构建新社会服务体系的根本保障;新社会组织的发展是构建和实现新社会服务体系的重要抓手和组织化行动者;社会服务的社会化、专业化以及"社区为本"的本质属性是构成新社会服务体系的内在要求和实质内容。
The social development change brings a series of challenges to our traditional social service system and make it confronts multiple difficulties in practice, which proves to be the logical starting point of the promotion the theoretical and practical innovation of social service system. The shift from the former instrumental rationality paradigm which emphasizes efficiency and economic rationality to social rational paradigm which focuses on social altruism, social norms and collective interests, should becomes the theoretical cor- nerstone of social service system innovation. On this basis, the triple practice paths of the new social service system are constructed： the rational social policy paradigm innovation is the fundamental guarantee to construct the new social service system ; the development of new social organization is the important acting point and organized actor to construct and achieve the new social service system, and the socialization and specialization of social service and the essential attribute of ＂community-based＂ are the inherent requirements and substantial contents of the new social service system.
