摘要：本文把西方社会保障理论分为三大流派,即国家干预主义、经济自由主义和中间道路学派。国家干预主义主要有德国新历史学派、费边社会主义、福利经济学、瑞典学派、凯恩斯主义、新剑桥学派等;经济自由主义包括古典自由主义和新自由主义;中间道路学派主要指第三条道路。文章对三大社会保障理论流派进行了详细阐述并作了简要分析,认为三大流派在西方社会发展中,实际上是循环往复、交替出现的,所谓新理论不过是旧有理论的回归、修正或综合;三大理论流派主要是围绕着政府与市场、公平与效率、权利与责任之间孰重孰轻所展开的争论;其本质是资本主义国家对经济、社会矛盾的回应与调整。
Western social security theories are classified into three schools in this paper, namely, the state interventionismm, the economic liberalism, the middle way genre. A detailed description and brief analysis is provided about these groups. We hold that the three theories are making reappearances actually in western social development. The so-called new theories are no more than the return to, modification of and synthesis of the past theories. The three theories discuss mainly about the significance of state and market, fairness and efficiency, and right and obligation. In essence, it is the response and adjustment of the capitalist countries to the social and economic conflicts.
