摘要："三社联动"已成为基层社会治理的重要命题,其在本质上体现了国家与社会在基层治理实践中的互动逻辑,内含着明显的政社互动关系。嵌入性理论为"三社联动"参与基层社会治理创新提供了理论依据,内在地要求其遵循"社区嵌入社会"的本质机理,并从"脱嵌的社区"状态向"社区的再嵌入"转变,进而形成一种基于政社分开与团结基础上的基层社会治理机制。通过对近年来深圳市H社区"三社联动"的经验反思发现,"社区"作为关键要素重塑了地方国家与基层社会的关系格局,在实践中促进了国家与社会从二元对立向二重共生的关系转变;社会工作在基层社会治理中的整合性建构不可或缺。
The ＂three society linkage＂ has been one of the most important issues in grassroots social governance. It reveals essentially the interactive logic between the state and society and contains an obvious interaction both of them. The embeddedness theory provides an innovative theoretical foundation for ＂three society linkage＂ to involve in the grassroots social governance innovation, which inherently requires the later to follow the intrinsic mechanism of ＂community embeddeds into society＂ and make the transformation from the ＂de-embeddeding community＂ to the ＂reembeddeding community＂. Furthermore, it will help to establish a new mechanism for grassroots governance which bases on the divition and unity between the state and society. Through the reflection on ＂three society linkage＂ practice of H community in Shenzhen in recent years, the author elaborates an unique practical logic. Among it, ＂community＂ plays a key element in reconstructing the pattern of local government and grassroots society, which promotes the transformation of the state-society from dualism to symbiosis in practice. Besides, social work occupies a unique position in this process.
