摘要：控制全社会的能源消费总量是一种趋势,建立和推行能源消费总量控制制度是保障我国能源安全的必然要求。更是实现人与自然、环境、资源协调持续发展的内在要求,应当将能源消费总量纳入政府考核范围,积极稳妥地推进能源消费总量工作。在能源革命背景下要建立能源消费总量控制制度。要按照节能法律与政策的要求,积极稳妥地推进能源消费总量工作,推动节能减排。
It’ s a trend to control whole society total amount of energy consumption.It’ s necessary to establish and promote total amount control system of energy consumption to secure China’ s energy security.It’ s an inner request to realize human being with nature,with environment,with resource developing in coordinated and sustainable way.It’ s key to consider total amount control system of energy consumption into government assessment scope to promote total amount of energy consumption task in stable and active way.Under the condition of energy revolution,it’s important to establish total amount control system of energy consumption.According to energy conservation laws and regulations and polices requirements,promoting total amount control system of energy consumption task actively and stably and promoting energy saving and emission reducing.
