摘要：十八届三中全会提出了"创新社会治理体制",标志着我国现代治理思维与模式的积极转变。民办社会工作机构作为推动社会发展的重要主体之一,成为创新社会治理体制的重要力量和载体。本文运用文献分析和半结构式访谈的方法,以笔者对深圳市20家民办社会工作机构的经验研究为基础,指出当前我国民办社会工作服务机构正在经历生存、发展与可持续阶段的不同特征与现实困境,而社会体制缺陷、制度体系不健全以及社会基础缺失,是造成我国民办社会工作机构发展呈现多重特征、面临多重困境的社会根源。因此,在全面深化改革,尤其是创新社会治理体制背景下,民办社会工作机构要在政社分工与合作机制的深化中凸显自身力量,借助社会工作行业组织与督导机制对社会工作的规范与引领作用,坚定落实机构自身的战略定位、角色定位及品牌定位,妥善应对发展的现实困境,从而在推进国家治理体系和治理能力现代化进程中承担相应的使命。
The Third Plenary Session of the 18 thCPC Central Committee was proposed'the innovation in social governance mechanism', representing positive change in our modern governance thinking and model. As one of the important bodies to promote social development,the private social work organizations have become the important force and carrier of innovation in social governance mechanism. The paper used literature analysis and semi-structured interviews methods to study, based on the author'experience research in Shenzhen 20 private social work organizations, pointed that the private social work organizations are experiencing the different characteristics and practical difficulties of survival, development and sustainability stages, and the deficiencies of social system, the unsound of institutional system and lack of social basis are the social roots of causing the development of private social work organizations presenting multiple characteristics and facing multiple difficulties. Therefore,in comprehensively deepening reform, especially in the context of innovation in social governance mechanism, private social work organizations should highlight their strength in the deepening political and social division of labor and cooperation mechanisms, and with the specification and leading roles of industry institutions and supervision mechanism for social work, firmly implement the organization's multiple decision-making for strategic positioning,role positioning and brand positioning and properly deal with the reality plight of development, thus bearing the mission in promoting the modernization of national governance system and governance ability.
