摘要：县级政府能力,是我国城镇化建设乃至社会转型的关键力量。城镇化战略的纵深推进,要求县级政府具备生存能力和发展能力。事实上,县级政府的能力建构并非易事,政府能力与政府职能、政府能力与政府绩效之间矛盾丛生;前者涉及能力的限度,后者关乎能力的效度,其各自的内在张力业已成为县级政府能力发展的现实困境。加强县级政府能力建设的适度化、制度化和有效性,将有助于城镇化的稳健推进和县域社会的全面转型。
County government capacity is the key for urbanization and social transformation in China. To develop urbanization in - depth, the county government should be able to survive and develop. In fact, it is no easy job for county governments to build their capacity. There are an array of conflicts between government capacity and government functions, and between government capacity and government performance. The former relates to government capacity limits, while the latter relates to county government capacity validity. Their respective in- herent tension has become the realistic predicament in county government capacity building. Increasing county government capacity building and making it more institutionalized and effective will contribute to the steady development of urbanization and the comprehensive transformation of county society.
