摘要：在城市化背景下,我国许多超级大镇已经达到或超过设市标准,但受行政区划的刚性约束,无论是经济发展还是社会管理都严重受限。因此,突破原有区划限制,实行"大镇设市"是推动我国超级大镇进一步发展的必由之路,也是我国新型城镇化的重要内容。但在我国现行制度架构下,超级大镇设市还面临若干障碍:包括设市模式与行政归属问题、设市标准的调整问题、审批问题以及法律依据问题等等。消除"镇改市"过程中的制度障碍,是推行超级大镇设市制度创新的基本前提。
Although a lot of super-towns in China have been up to and even above the standard of a new city under the background of new-type urbanization, the economic development and social management of these super-towns are strictly limited by administrative divisions. Therefore, for breaking the limit of administrative divisions, the transformation from town into city is both an inevitable road for super-towns＇development and an important part of China＇s new-type urbanization. There are some problems to be resolved under the current institutional frame, such as, a new city model, administrative superior-subordinate relations, the adjustment of new city standard, the administrative examination and approval, legal basis and so on. Eliminating the institutional barriers is a basic prerequisite for promoting the institutional innovation of super-towns＇ transformation from towns into cities.
