摘要：本文通过五行属性的深度分析,将应急管理的基本要素(预警机制、应急机制、动员和协调机制、立法决策机制和权威执行机制)分别对应于金、木、水、火、土,建立五行应急管理模式。在此基础上,根据五行生克关系揭示应急管理各个环节的内在联系。
Through a thorough analysis of the attribute of the five elements, this paper parallels the basic elements of emergency management, warning mechanism, emergency mechanism, mobilization and coordination mechanism, legislation and decision mechanism, authority execution mechanism, respectively with metal, wood, water, fire and earth, and establishs the five element emergency management mode. On this basis, the internal relations of each link of emergency management are revealed according to the principle of the reciprocity of the five elements.
