摘要：为整体探究与考量我国体育社会组织参与基层治理能力,实现治理能力现代化,运用文献资料、逻辑分析及数理统计等方法,在厘清相关理论问题基础上,梳理出体育社会组织参与基层治理能力评价指标体系,运用AHP-FCE模型展开我国体育社会组织参与基层治理能力提升困境及其成因的实证分析,最终结合理论分析与实证结果,提出能力提升的路径创新。研究认为,体育社会组织应做到参与社会化,提升组织公信力;治理程序法治化,打好政策法规组合拳;组织监管合作化,完善合力监督;资源配置最优化,建立以基层需求为中心的体育资源配置体系;组织发展国际化与本土化,协调组织的对外联结与自主发展。
With the purpose of examining the ability of participating in grassroots governance social sports organization in China and to achieve modernization of the capacity,literature research,logical analysis and statistical analysis methods were employed.On the basis of reviewing related theories and research,the study found out the evaluation indices of governance capacity of social sports organization.An empirical study was then conducted based on AHP-FCE model to examine the difficulties and their causes in improving the governance capacity of social sports organization.Solutions and paths were then provided based on the theoretical and empirical study:Promoting mass participation by improving social sports organization credibility.Promoting governance procedures legalization by utilizing the combination of policies and regulations.Promoting supervision by improving the multiple forces cooperation.Promoting optimal allocation of resources by establishing the sports resources allocation system based on public demand.Promoting internationalization and localization of the organizations by enhancing the coordination of external links and independent development.
