摘要：近年来逆全球化潮流的抬头极大冲击了全球治理格局,包括美国在内的发达国家转向贸易保护主义、设置贸易壁垒,无视全球治理责任,使全球治理陷入矛盾和困境之中。逆全球化所导致的全球治理困境植根于资本文明的客观事实中。主要表现为:剩余价值全球竞争塑造主权国家在全球治理中的竞争性关系;跨国"资本—生产"体系的不均衡性加深发达国家国家治理与全球治理的悖论性关系;生产社会化的深度发展凸显全球治理"新要素"与发达国家维持旧秩序之间的冲突性关系。当今中国作为全球治理的重要力量,需要正视资本文明在当前全球治理格局塑造中的基础性作用,积极致力于提升全球治理驾驭资本的能力,倡导机会平等、互利共赢和共享发展的发展理念,以期推动全球治理向着"人类命运共同体"方向发展。
In recent years,the rise of the globalization backlash tide has greatly impacted the global governance landscape.Developed countries,including the United States,have turned to trade protectionism and erected trade barriers.They ignore the responsibilities of global governance,which makes global governance in contradiction and dilemma.The dilemma of global governance under the globalization backlash tide is rooted in the objective fact of capital civilization.The main manifestations are as follows:the global competition of surplus value shapes the competitive relationship of sovereign states in global governance;the imbalance of the transnational"capital-production"system deepens the paradoxical relationship between national governance and global governance in developed countries;the indepth development of production socialization highlights the conflict between the"new elements"of global governance and the maintenance of the old order by developed countries.As an important force of global governance,China needs to face up to the fundamental role of capital civilization in shaping the current global governance landscape,improve the ability of global governance to control capital,and advocate the development concept of equal opportunity,win-win cooperation and shared development.The aim of us is to promote global governance toward the"community with shared future for mankind".
