摘要：随着乡村振兴战略的深化,乡村文化遗产成为乡村旅游发展的重要资源,保护乡村文化遗产得到了社会各界的认同,但在振兴的热潮中也暴露了文化遗产保护的"固旧"与"维新"的问题。文章基于40年乡村发展制度的梳理,揭示引发"固旧"与"维新"的根源:40年乡村发展一系列制度间的博弈滋生了不平衡性及其乡村保护规划引发的"人"与空间割裂,导致乡村遗产保护、乡村振兴等规划与可持续发展利益的背离。对此,文章提出了保护规划修补之策,即探寻基于区域视角的分析方式、建构在地资源的地方经济、回归遗产保护的规划本质、多方磨合探寻最大公约数的技术路径,以此实现乡村文化遗产保护与乡村振兴的双赢。
With the deepening of rural revitalization strategy,rural cultural heritage has become an important resource for rural tourism,and the protection of rural cultural heritage has been recognized by all sectors of society.However,the problems of maintenance and reformation of protection methods also emerge along with the upsurge of revitalization.This paper reviews four decades of rural system and indicates the origin of the problem:existing systems have resulted in imbalance of development and segregation between people and space,and contradiction between revitalization and sustainable development.The paper proposes protection planning repair measures:finding a method of analysis based on regional reality,building local economy with local resources,returning to the planning essence of heritage protection,and multi-party collaboration to find a technical path with maximum common factor.In this way a win-win situation of rural cultural heritage protection and rural revitalization can be realized.
