摘要：随着我国经济转向高质量发展阶段,农业的高质量发展成为推进农业现代化的时代主题。2024年中央一号文件再次强调了“质量兴农”的战略目标,并提出要“把农业建成现代化大产业”。在市场经济条件下,农业高质量发展需要变革农业生产经营的组织形式,发展一体化的组织形式,尤其要探索以龙头企业为载体的纵向一体化的组织形式。研究发现,依据市场化程度和一体化程度的高低,龙头企业和农户之间的纵向一体化组织形式可以划分为四种理想类型,即市场式纵向一体化、科层式纵向一体化、带动式纵向一体化以及混合式纵向一体化。在高质量发展的政策背景下,以及在多种现实条件的约束下,混合式纵向一体化或可成为以龙头企业为载体的纵向一体化的理想组织形态,组织这种纵向一体化的核心机制在于递进式嵌入,即从组织嵌入到关系嵌入的系统化实践。
As China s economy transitions to a stage of high-quality development,the high-quality development of agriculture has become a central theme in advancing agricultural modernization.The No.1 Central Document of 2024 reaffirms the strategic objective of“quality-oriented agriculture”and advocates for“transforming agriculture into a modern industry.”Within the context of a market economy,achieving high-quality agricultural development necessitates a transformation in the organizational forms of agricultural production and management,particularly through the development of integrated structures and the exploration of vertical integration models led by key enterprises.Research indicates that based on the levels of marketization and integration,the vertical integration between leading enterprises and farmers can be categorized into four ideal types:market vertical integration,bureaucratic vertical integration,driven vertical integration,and hybrid vertical integration.Given the policy framework for high-quality development and the constraints of various practical conditions,hybrid vertical integration may emerge as the optimal form of vertical integration,with leading enterprises as the driving force.The core mechanism of this organizational vertical integration is progressive embedding,which involves a systematic approach from organizational embedding to relational embedding.
