摘要：国家治理现代化的目标对科技学会的能力提出了更明确的要求,如何准确又简明地测量科技学会的能力成为学界急需解决的问题。本文基于科技学会能力结构"动态螺旋模型",根据科技学会能力的现实要求,首先通过文献法拟定了一套科技学会能力的评估指标体系,然后通过德尔菲法,经过两轮专家评审,根据得分及意见进行修改后确定科技学会能力评估指标体系。该指标体系共有3个一级指标,9个二级指标,24个三级指标,并赋予每一项三级指标相应的分值。
The goal of modernization of national governance has put forward more specific requirements for the capacity of science and technology institute. However, the capacity of them is uneven now, and how to measure the capacity accurately and briefly becomes a question to solve in academic circles. This paper firstly proposed the evaluation index system of science and technology institute based on the ＂dynamic spiral＂ model, the characteristics of the capacity and literature method. Then through the Delphi method, determined the capacity evaluation index system of technology society and revised the index system after two rounds of expert review. The evaluation index system includes 3 indexes of the first class, 9 indexes of the second class, and 24 indexes of the third class, and gives each of 24 indexes score.
