摘要：党的十九届四中全会提出要坚持和完善生态文明制度体系,促进人与自然和谐共生,其逻辑起点是我国生态文明建设领域中制度不完善引发的现实矛盾和问题;其核心内容主要有:实行最严格的生态环境保护制度,用最严格制度、最严密法治保护生态环境;全面建立资源高效利用制度,保障自然资源长期可持续发展利用;健全生态保护和修复制度,筑牢生态安全屏障;建立生态文明建设目标评价考核和责任追究制度,严明生态环境保护责任。坚持和完善生态文明制度体系的提出为我国生态文明制度建设提供了方向指引,对于推进生态文明建设,实现美丽中国建设目标具有重要意义。
The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to uphold and improve the ecological civilization system and promote the harmonious coexistence of man and nature.Its logical starting point is the actual contradictions and problems of imperfect systems in the field of ecological civilization construction;its core content mainly includes:implementing the strictest ecological environmental protection system,using the strictest system and the strictest rule of law to protect the ecological environment;comprehensively establishing efficient use of resources System to ensure the long-term sustainable development and utilization of natural resources;improve the ecological protection and restoration system,and build a strong ecological safety barrier;establish an ecological civilization construction target evaluation and accountability system,and strictly specify the responsibility for ecological environmental protection.Adhering to and improving the ecological civilization system provides direction guidance for the construction of the ecological civilization system in China.,which is of great significance for advancing the construction of ecological civilization and achieving the goal of building a beautiful China.
