摘要：农民工社会保险涉及多个利益主体，每个利益主体都是理性的经济人。农民工社会保险制度虽然有多种功能，但核心功能应是分散农民工可能面临的各种风险，增进农民工福利。地方政府利益与建立农民工社会保险存在矛盾。难以建立符合农民工意愿的社会保险制度。鉴于农民工的特殊性，农民工社会保险应率先实现全国统筹，为我国建立一体化的统筹城乡的社会保险制度提供一个平台。
There are several interest groups in social insurance system of famer-turned workers, each being rational Homo Economics. Though there are many functions of the social system, diversification and promotion of the farmerturned workers＇ welfare are the core funtion. Local government being full of contradiction among the interests, it is impossible to build the social insurance system according with peasant-laborers＇ wish. On the basis of the particularity of the peasant laborer, the famer-turned workers social insurance system should take the lead in planning as a whole, providing a platform to integration of the social insurance in China.
