摘要：长期以来党始终坚持把加强基层党的建设,巩固党的执政基础、提高党的执政能力作为贯穿创新社会治理加强基层党建的红线,在工作实践中不断拓展,取得成效。但是,党建引领社会治理的过程中也表现出形式化、表面化等现象,这与党建过度依赖行政组织的强制命令方式有关。在新时代背景下,如何实现党的全面领导,建立党与群众的密切联系,需要探索党在行政体制之外领导社会、联系群众的新路径和新方式。中共温州市鹿城区委组织部自2012年开始通过"购买服务"方式引进专业社会工作机构运营党群服务中心,在组织部领导和机构运作下,区党群中心与街道的党建服务中心建立了联动机制,指导和服务于基层党组织;以党的领导为核心,建立以党员志愿者为支撑的志愿体系,链接政府、社会等多方资源,将党群中心打造成为社会治理的区域性平台,辐射社区,服务居民,探索了一条党的社会化的领导途径。同时,也实践了社会工作机构在中国的本土化之路。
In the context of the new era,how to achieve the party’s overall leadership and establish close ties between the party and the people requires new ways for the party to lead the society and connect with the people outside the administrative system. Since 2012,Wenzhou Lucheng District Organization Department has introduced a professional social work organization to operate the party group service center through the "purchase service" method. Under the leadership of the organization department and the operation of organization, the district party group center and the party building service center of the street have established a linkage mechanism. They discovered a party’s social leadership approach. At the same time,it has also practiced the localization of social work organizations in China.
