摘要：目前,中国智库发展迫切需要破解诸多难题:"谋"与"断"不分的政府决策体制没有根本性变动,智库参与决策咨询的制度性框架缺失,"体制外"智库与"体制内"智库公平竞争的制度环境尚未形成,以研究项目为纽带、以决策服务为导向的互动合作机制严重缺乏,社会多元化的研究资助机制远未建立。为此,我们需要解放思想、提高认识,并借鉴国际上较为成熟的经验,系统性地构建新的体制与机制。
At present, same prnhlems of regime and mechanisms are in the way to hringing China＇ s think tanks into full play, such as the unseparation of consuhation and decision; the lack of institutional framework for think tanks＇ pallicipation in policy-making; the lack of the level playing field for the think tanks which are the insider of political system and for those which are not; the lack of the interaction and cooperation which build on research project and is policy-consulting sen＇ice oriented; the lack of multi-resources funding mechanism. Given the above situation, we are in great need to free ourselves from old ideas about think tanks, and introduce the comparatively mature international experiences and put in play systematically the new regime and mechanisms for the growth and development of China＇ s think tanks.
