摘要：本文运用利益集团游说模型,探讨技术采购过程中企业真实陈述其技术水平需满足的条件.研究发现,政府和企业对技术水平的判断越趋同,信息的传递越有效,技术采购协议会越符合双方的利益.同时,承担成本的游说行为增加了政府对企业实际技术水平的信任度,使企业对其技术状况的陈述获得政府的信任.本文对荷兰和英国技术采购案例的比较研究进一步验证了这一结论.本研究将对我国技术采购决策机制的完善提供借鉴.
It discussed the conditions for the enterprises to provide the true technology information in the process of government technology procurement on the basis of interest group lobbying model. The result shows that the more consistent the technical level evaluations of the government and the enterprises are, the more effectively the information transfer. And the technical procurement contract is beneficial to both parties＇ interests. The costly lobbying increases the credi- bility of technical level and makes the government trust the enterprise＇s technical condition statement. The cases of technology procurement in Netherlands and English verified these conclusion. It provides reference for the improvement of technology procurement decision-making mechanism in China.
