摘要：中国的事业单位是中国社会中不可或缺的重要组成部分,然而由于体制和历史的原因,中国事业单位的能力存在诸多问题,主要表现在事业单位提供的服务总量短缺、事业单位的能力分布不均衡、服务种类有限、自身内部各类能力发展不平衡,以及缺乏系统的能力评价方法体系等方面。要解决这些问题,首先要弄清中国事业单位能力体系的现状。借鉴平衡计分卡,本文分析了事业单位的四元能力结构,即客户服务能力、内部管理能力、持续发展能力和财务能力。事业单位的能力还受到政府、公众和第三方评估机构等外部因素的间接影响以及组织使命的直接影响,这就从宏观和微观两个层面初步构建了中国事业单位的能力体系。
Public institution is an essential part of Chinese society. However, there exists many problems in the service capability of the public institutions, which are mainly manifested in service shortage, service capability imbalance, limited service selections and the lack of an evaluation system. So it is essential to figure out the status quo of Chinese public institution capability. Taking examples from the Balanced Scorecard, this paper analyzes the four aspects of Chinese public institutions capability： customer service capability, internal management capability, sustainable development capability and financial capability, which are directly influenced by the organization mission, and indirectly by the government, the public and the third party evaluation agencies. Thus the paper builds up a preliminary capability evaluation system for Chinese public institutions.
