摘要：为分析重大基础设施工程中业主针对多参与主体所采取的差异化激励与约束手段,采用基于黄茅海跨海通道的单案例研究,揭示业主针对承包商、设计方、监理方等多主体所采取的激励与约束手段。研究发现,物质激励和处罚约束是最主要的激励和约束手段;多参与主体中,承包商和监理方受到的激励与约束最多;此外,针对现有策略中约束手段内部差异较大、精神激励和环境激励实质性激励偏少、缺少反馈机制等不足,针对性地提出改进建议。该研究将丰富重大工程多主体治理研究,并为重大工程业主方管理实践提供指导。
This study investigates the incentives and constraints faced by multiple participants in mega infrastructure projects.Based on a case study of the Huangmaohai cross-sea link project,this paper investigated the incentives and constraints faced by contractors,consultants,and other multiple parties.The findings show that material incentive and punishment constraint are the most important means of incentives and constraints.Among the various parties,contractor and the supervisor are subject to the most significant incentives and constraints.In addition,targeted improvement suggestions are put forward for the shortcomings of the existing strategies,such as a large internal difference in the constraint system,insufficient substantive incentive in spiritual incentive and environmental incentive,and a lack of feedback mechanism.This research enriches the literature on multiple participants governance in mega infrastructure projects and provides guidance for megaproject management practices.
