摘要：建设用地市场的城乡分割局面在很大程度上阻碍了城乡一体化发展的道路。从当前城乡建设用地市场的现状入手,分析现代市场理念下城乡一体化建设用地市场的必然要求,并认为"不转权"的集体建设用地市场是关键。研究表明:城乡一体化的建设用地市场可以通过乡镇企业建设用地直接入市、宅基地一体化流转以及缩小征地范围三方面实现。
Urban-rural division in construction land market impedes to a large degree the development of urban-rural integration. This paper analyzes the present status of urban -rural construction land and the inevitable necessity to operate urban -rural construction land market with ideas of modern market, holding that it is the key to improve the ownership-continued collective construction land market. The research demonstrates that urban-rural construction land market can be realized through market- operation of construction land in township enterprises, integrative transference of rural residence land, and restriction of land requisition.
