摘要:构建由我国出口商和欧盟进口商组成的跨国供应链,探讨我国出口商应对欧盟碳边境调节机制的再生利用策略和我国政府的奖惩机制设计。研究表明:即便再生利用增加生产成本,但因其具有降碳效果,我国出口商也可能采用以应对碳边境调节机制;再生利用应对碳边境调节机制的效果取决于其边际成本效应,当边际成本效应较低时可缓解碳边境调节机制的负面影响,反之则加剧;政府可采取基于再生利用率和基于碳排放水平的奖惩机制促进我国出口商再生利用,提升其再生利用率、销售量和利润,减轻碳边境调节机制的负面影响。
By constructing a multinational supply chain consisting of Chinese exporters and EU importers,this study investigates the recycling strategies of Chinese exporters in response to the European Union’s Carbon Border Adjustment Mechanism and the design of reward and punishment mechanisms by the Chinese government.The results indicate that,even though recycling may increase production costs,Chinese exporters may still adopt it to comply with carbon border adjustment mechanism due to its carbon reduction effects.The effectiveness of recycling in addressing the carbon border adjustment mechanism depends on its marginal cost effect;when the marginal cost effect is low,it can mitigate the negative impact of the carbon border adjustment mechanism,while a higher marginal cost effect may exacerbate it.The government can implement reward and punishment mechanisms based on recycling rates and carbon emission levels to promote recycling among Chinese exporters,thereby increasing their recycling rates,sales volumes,and profits,and reducing the negative impacts of the carbon border adjustment mechanism.
