摘要："试验田"是我国改革开放进程中的一个重要现象。本文在文献梳理的基础上,综合央地关系和条块关系视角,提出"授权—支持—自主改革"的分析框架,并以上海自贸区为例,阐释试验田的运作逻辑。研究发现,中央的法律法规授权,国务院各部门的软硬资源注入、管理权限下沉、行政审批简化、政策试点支持、业务技术支持与务虚性支持,以及地方发起的完善地方立法、细化落实试验任务、加强监管能力建设、优化地方政务服务、建立风险防控机制等自主改革行动,共同推动了整体政府的形成。这一围绕执行国家战略而形成的整体政府是上海自贸区顺利运作的基础。最后讨论了"授权—支持—自主改革"这一分析框架的启示。
"Experimental field"is an important phenomenon in the process of China’s reform and opening up.On the basis of literature review,this paper puts forward the analytical framework of"authorization support independent reform"from the perspective of central local relationship and sector relationship,and takes Shanghai free trade zone as an example to explain the operation logic of the experimental field.The study found that the central government’s laws and regulations authorized,the State Council departments of soft and hard resources injection,management authority sinking,administrative examination and approval simplification,policy pilot support,business technical support and virtual support,as well as the local initiative to improve local legislation,refine the implementation of experimental tasks,strengthen the construction of regulatory capacity,optimize local government services,and establish risk prevention and control mechanism The reform action jointly promoted the formation of the overall government.The overall government formed around the implementation of the national strategy is the basis for the smooth operation of Shanghai free trade zone.Finally,the Enlightenment of the analytical framework of"authorization support independent reform"is discussed.
