摘要：在新型城镇化推进浪潮中,地方政府的行政治理成为热点问题。当前,地方政府的行政治理存在着诸多弊端,如何构建适应新型城镇化发展的行政治理模式仍是一个探索中的时代命题。对此,学术界多热衷于从地方政府与市场、社会的良性互动关系这一外部关联视角着手探讨,却鲜有从政府内部输入机制层面做深入系统的研究。本文以地方政府对城镇化的治理方式、制度框架、考核机制为基本维度,以行政治理问题的提出—分析—解决为分析框架,尝试提出地方政府行政治理的应对之策。
In the wave of advancing new-type urbanization, local governments＇ administrative governance has become a hot topic. At present, there are numerous disadvantages in the administrative governance of local governments, and of urbanization is then how to construct the model of administrative governance to adapt still an era proposition being explored. In this regard, the academic to the development community is much keener on exploring from the external perspective of positive interaction relationship between local governments, market and social than engaging in deep and systematic research from the governments＇ internal input mechanism. This paper attempts to put forward the countermeasures of administrative governance by constructing the basic dimension of local governments＇ urbanization way of governance, the institutional framework and the evaluation mechanism, as well as by establishing the analytical framework of administrative governance issues＇ statement-analysis-solution.
