摘要：在不断推进的城市化进程中,如何对流动人口进行跨地区服务管理,已经成为社会管理中的一个重要课题。当前流动人口在流入地与流出地之间的服务管理存在着诸多脱节现象,如计划生育服务管理缺乏相互协作、社会治安管理尚未形成双向共管格局等,因此应当从国家层面明确划分流出地与流入地的职责,并建立地区之间利益协调机制,完善流动人口跨地区的动态监测和管理信息系统,进而推进流动人口服务管理机制的跨地区衔接。
In the process of China＇s urbanization, how to provide trans-regional sercice and administration for floating population has become an important task in social administration. Today, there are a series of separation in floating population＇s service and administration between outflow areas and inflow areas, such as lack of mutual cooperation in family planning service and administration, needing to set up mutual administration system in social security. In order to push on floating population＇s trans- regional mechanism connecting of service and administration, not only central government should clear and definite the duty of local government of outflow areas and inflow areas, but we should build up interest coordinating mechanism, and perfect the dynamic monitoring and administering system.
