摘要：围绕"我国政府购买公益服务的偏好"这一主题,本文首先对购买公益服务过程中,政府偏好的含义进行了界定,并通过将公益服务与公共服务概念的比较,以及政府购买公益服务及政府购买公共服务的比较,说明在公益服务购买中,不仅存在政府偏好,且这种偏好对购买决策有着重要的影响。最后,通过分析政府购买公益服务的需求偏好,及面临的决策风险,提出了政府购买公益服务的品质偏好的具体包括需求优先、服务效益以及服务可持续性三个维度。
The paper focuses on the Chinese government＇s preference in purchasing charitable service. First, the paper defines the meaning of government preference in purchasing charitable service. Then, the significance and value of government preference is discussed by the contrast between charitable service and public service in conception and process of POSC. The paper also analyzes government＇s demand preference for charitable service and the decision risk. At last, the paper points out the government＇s quality preference for charitable service, which has three dimensions of value, economy, development.
