摘要：低碳社会是在全球气候变化和能源危机下产生的新型的发展方式,是人与自然协调发展的基本要求和必然趋势。为促进低碳社会建设,从发展低碳社会的内涵和特点出发,按照指标体系的构建原则,根据一定的方法和依据,建立了三层次多指标的低碳社会评价指标体系,利用Delphi法确定各层次相关指标的权重,综合评价低碳社会的发展水平,并指出存在的问题和障碍。
Low-carbon society is a new development manner appearing under the condition of global climate change and energy crisis,which is the basic requirements and inevitable trend of harmonious development of mankind and nature. To promote construction of low-carbon society,this article established a three-level and multi-index evaluation index system of low-carbon society from the meaning and characteristics of low-carbon society development,according to the principles of the index system by using Delphi method to determine the weight of relevant factors of the target layer,which can evaluate development level of low-carbon society comprehensively and points out the existing problems and pbstacles.
