摘要：目标设置如何影响政府行为及其绩效,是政府绩效管理的重要议题。本文基于我国2006—2017年90个县级政府的面板数据,采用固定效应模型分析目标设置对公共服务绩效的影响,并检验政府承诺在目标设置与公共服务绩效的中介效应。结果表明,目标清晰度、目标重要性对公共服务绩效有显著的正向影响,而目标难度与公共服务绩效呈现负相关;同时,政府承诺在目标清晰度、目标重要性对公共服务绩效的影响中发挥部分中介作用。本研究丰富了目标设置理论在公共服务绩效领域的理论成果,为我国县域公共服务的目标管理提供了理论思路,也为目标导向下的公共服务绩效改进提供对策建议。
How goal setting influences government behavior and performance is an important topic of government performance management. Based on the panel data of 90 county-level governments in China from 2006 to 2017, this paper uses the fixed effect model to analyze the impact of goal setting on public service performance, and examines the mediating effect of government commitment between goal setting and public service performance. The results show that target clarity and target importance have a significant positive impact on public service performance, while goal diffculty has a negative correlation with public service performance;at the same time, government commitment plays a partial mediating role in the impact of goal clarity and goal importance on public service performance. This study enriches the theoretical results of goal setting theory in the field of public service performance, provides theoretical ideas for the goal management of county public services in China, and also provides countermeasures and suggestions for the improvement of public service performance under the goal orientation.
