摘要：拆迁安置型社区问题频发、秩序失衡成为阻碍其善治实现的顽疾。基于田野视角,详细展示一个农民集中居住的安置社区由乱入治的发展过程。可以发现,社区秩序重建、是以主体、情感和利益为要素动态互动的集体性重塑过程。案例在经过管委会治理模式后形成了利益失衡、秩序失衡并最终以社区集体性缺失的形式呈现出来。安置社区的秩序重建首先通过环境的集中整治来营造氛围打造情感归属,达成社区规则以进行利益调平与动员群众,随后依靠组织建设维系秩序激活农民主体等方式来再造社区集体属性。安置社区集体属性的激活,有其独特社会基础:熟人社会规则的延续提供情感基础,党政吸纳的群众动员提供人力资源,治理资源的扩张进行利益整合。社区的集体性激活完善了治理单元、形成治理体系,建立起治理能力。因而,面对农民集中居住的安置社区秩序整合问题,重新找回社区集体性,形成个人与社区强关联,成为实现拆迁安置社区善治的重要内容之一。
With the current improvement of the national governance system and governance capacity,solving the imbalance of order in demolition and resettlement type transitional communities has become a persistent problem in achieving good governance at the grassroots level.Based on the research method of field ethnography,the article demonstrates in detail the development history of a resettlement community with a concentration of farmers from chaos to governance.After a failed attempt at self-exploration of endogenous order,the resettlement community is rebuilt through the activation of the management body in terms of spatial creation,mass mobilization and organizational construction.Based on the organizational process and mobilization process of centralized residential resettlement,it is found that the process of resettlement communities moving from disorder to order is a process of collective absence and reconstruction.The continuation of the social structure,the mobilization of the masses by the Party and the government,and the stimulation of the demand for governance affairs constitute the social basis for the collective activation of the resettlement community.The collective activation of the community improves the governance unit,forms the governance system,and builds up the governance capacity.Thus,in the face of the problem of integrating the community order of farmers’resettlement,the recovery of community collectivity and the formation of a new link between the individual and the community have become important elements in the realization of good community governance.
