摘要：扁平化的区划体制是行政体制改革的未来发展方向。深圳先行先试区划体制扁平化的"一级政府、三级管理"改革,取得了许多积极性的成果。深圳扁平化区划体制改革的基本经验和现实挑战,对我国其他大都市区行政区划管理体制改革具有重要的借鉴意义。
The flat of regionalization is the future way of administrative system reform.The flat structure innovation of administrative divisions in Shenzhen,named ＂one-level government,three-level managements＂,has achieving many initiative progresses.The elementary experiences as well as the factual challenges of the reform in Shenzhen provide the reference value for administrative divisions for other metropolitan areas in China.
