摘要：地方政府引导乡村数字化治理需要政府创新,逻辑是绩效生产与风险控制。基于政府创新视角与“阶段目标迁移—要素敏捷调整”框架,分析乡村数字化治理历经“数据平台初建—县域智治布局—成果展示共享”建设阶段,地方政府分别采用“要素纳入、要素拓展、要素优化”行动策略,达至“工具嵌入—体系建构—效能提质”阶段性目标,获取创新绩效;数字化治理建设过程中,政府以“决策科学性、价值合理性”机制化约束,规避创新风险,助推治理实现。
Local governments need government innovation to guide rural digital governance,and the logic is performance production and risk control.Based on the perspective of government innovation and the framework of"stage goal migration-agile adjustment of elements",it is analysed that when the rural digital governance goes through the construction stage of"initial construction of data platform-layout of county wise governance-results presentation and sharing",the local government adopts the action strategy of"inclusion of elements,expansion of elements and optimization of elements"to achieve the milestones of"embedding of tools-construction of system-improvement of effectiveness"and obtain the innovation achievement.In the process of digital governance construction,the government adopts the institutionalised constraints of"scientific decision-making and rationality of value"to avoid innovation risks and promote the realisation of governance.
