摘要：能源开发利用立法与生态文明建设关系密切。生态文明建设跟绿色发展、低碳发展紧密相连。运用低碳能源法律政策助推生态文明建设具有重要的意义。要加快能源立法,能源立法要向低碳化、生态化转型,构建有力的低碳能源法治保障制度体系,用低碳能源法律政策助推生态文明建设。用低碳能源立法推进经济发展方式转变,推动能源生产、消费、技术和体制革命,促进发展能源资源开发利用科学技术,发展清洁能源与可再生能源,调整优化能源结构,优化能源体制,助推生态文明建设。
The legislation of energy development and utilization and the construction of ecological civilization are closely related. The ecological civilization construction and green development and the low carbon develop- ment are closely linked. Using the legal policy for low carbon energy to boost the construction of ecological civili- zation is of great significance. There is a need to speed up the energy legislation, which should ensure the trans- formation towards low carbon and ecological improvement, and build up powerful low - carbon energy of the rule of law guarantee system. It is beneficial, with low carbon energy law policy, to boost ecological civilization con- struction, to speed up transformation of the pattern of economic development, to promote energy production, con- sumption, technology and system revolution, to promote the development of energy resources exploitation and uti- lization of science and technology, to develop clean and renewable energy sources, adjusting and optimizing the energy structure, the optimization of energy system, and to boost the construction of ecological civilization.
