摘要：党的十八届三中全会作出了全面深化改革的重大战略决定,行政管理体制改革因此步入了攻坚期与深水区。深化行政管理体制改革,必须转变传统改革观念,打破惯性思维模式,以"加减效应"转变政府职能,合理配置权力,凝聚组织力量形成合力,创新协作模式,有效处理好政府与市场、政府与社会的关系,不断提升国家治理能力现代化水平。
The Third Plenary Session of the 18 th Central Committee of the CPC made an important strategic decision about comprehensively deepening reform.Therefore,the administrative system reform walks into a crucial period and a deep water area.Deepening the administrative system reform must transform traditional reform concepts,jump out of the habitual thinking,transform government functions according to ＂addition and subtraction effect＂,arrange power reasonably,make organization joint force coherent,innovate the cooperation mode,effectively and well deal with the relationship between government and market,government and society,and continuously promote the level of the country＇s governance ability modernization.
