摘要：实施《京都议定书》呼唤绿色GDP,但实施《京都议定书》和建立健全绿色GDP任重道远。本文论述了构建我国绿色GDP的若干法律问题:(1)确立发展经济和环境保护并举的基本国策;(2)确立优先发展高新科技产业、产品、源头和综合治理的法律体系;(3)确立环境税收政策,加强环境道德建设;(4)发展清洁生产和循环经济,大力治理环境化学污染。
To implement Kyoto Protocol and appeal for the Green GDP is a difficult long-term task. The paper discusses the law problems of the green GDP in China. firstly, establishing the basic national policy of developing economy and protecting the environment; secondly, setting up the law system of taking priority to promote the high technology industry and keeping the comprehensive harnessing; thirdly, establishing the environment taxation policy and strengthening the construction of environmental morals; and finally, promoting the clean production and the cyclic economy and governing the chemical pollutions in the environment.
