摘要：文章以信息技术外包（ITO）为例,基于EC2SLS估计法和17个服务外包示范城市2006~2012年的面板数据考察了服务外包集聚对本行业出口的促进作用。我们发现,在控制劳动力低成本优势、R＆D、人力资本和网络普及率等因素的影响后,通过示范城市建设所形成的服务外包集聚对IT O出口在经济上和统计上都有非常显著的正向促进效应,这说明尽管目前我国服务外包产业还不具备比较优势,但通过服务外包示范城市和基地建设促进产业集聚和专业化生产,是增强我国服务外包国际竞争力、推进服务外包出口快速增长的有效路径。
Taking ITO as an example,this paper examines the relationship between service outsourcing agglomeration and its export based on EC2 SLS estimator and the panel data of 17 Chinese service outsourcing model cities for the period of 2006- 2012. The empirical study shows that service outsourcing agglomeration has an economically and statistically significant positive effect on ITO export after controlling the impact from low-cost labor advantages,RD,human capital and internet penetration. These findings imply that although China＇s modern service sectors have no comparative advantages,we can reckon on government policy to stimulate industrial agglomeration and regional specialization,which may be an effective way to enhance the international competitiveness of Chinese service outsourcing and to boost this industry＇s export growth.
