摘要：城市健康治理是适应时代发展新要求、把握城市发展新规律、推动城市治理迈向新阶段的产物。市场化、城市化突进下的城市高密度聚集、人口老年化进程的加快、城市新二元结构的固化、国际大都市高频流动人口的冲击对上海城市健康治理形成了前所未有的挑战。作为一个以华人为主体、多次入选国际最健康城市行列的新加坡,在城市健康治理领域给我们提供了重要的借鉴样本。在新冠肺炎疫情防控战中,上海从超大城市健康治理特点、治理手段和治理规律出发,通过构筑严密的防控体系,形成全方位、全周期的闭环管理,达到精准化的施策效果,实行健康治理由平时向战时的转换。面向未来,善于把社会主义制度优势转化成城市健康治理的效能是我们城市治理的重要法宝。
Urban health governance is the product of adapting to the new requirements of the times,grasping the new laws of urban development and promoting urban governance to a new stage.With the rapid development of market and urbanization,the high-density urban agglomeration,the acceleration of the population aging process,the solidification of the new dual structure of the city,and the impact of the highly frequent floating population attached to any international metropolis pose unprecedented challenges to Shanghai’s urban health governance.Singapore,with the majority of its population as Chinese,listed as one of the world’s healthiest cities for many times,provides us with important reference in the field of urban health governance.In the Novel Coronavirus Pneumonia epidemic prevention and control war,Shanghai embarks on the health governance characteristics,the governance method and the rule of governance,through the construction of a strict prevention and control system,the formation of a full range,full cycle closed loop management,to achieve the precision of the implementation effect,and to implement the transformation of health governance from peacetime to wartime.Facing the future,it is an important silver bullet of urban governance to be good at transforming the advantages of socialist system into the efficiency of urban health governance.
