摘要：当前村民自治的"内卷化"问题主要体现在乡政府及村组织的"自利性亢奋",即过度追求经济利益而忽视村庄的可持续发展,社会管理与服务意识淡漠。在这种背景下,专业社会工作进入村庄可能会卷入这种结构性矛盾之中,其专业的理念和价值与基层政府的经济发展目标相悖,进而陷入合法性危机当中。在政府强势建构的背景下,社会工作嵌入行政体制以获得合法性认同显得尤为重要。所以,面对基层治理"内卷化"的困境,社会工作机构可以寻求较高级别政府部门的支持,对基层政府的"不合法"行为进行规制,为服务项目的发展创造良好的社会环境。
At present,villagers autonomy involution mainly manifests as the stimulated self-profit motivation of township government and village organization.They pursue economic interest excessively and neglect village' s sustainable development,and their responsibility for social management and public service weakens.Under this background,social work may be involved in this structural contradiction,whose values and ideas are at odds with the economic goal of local government,and then fall into legitimate crisis.During the government' s mighty construction,in order to get legitimizing identity,social work has to embed in administrative system.Therefore,faced with involution of grassroots governance,social work could seek for help from the higher-level government,which can limit grass-root government's illegal practice,and create a good social environment for service project.
