摘要：安置社区是为了解决灾难发生后受灾群众的居住及生活问题由政府采取的一种安置措施。具有过渡性、环境退化、居民的异质性和疏离性、灾情文化、问题的多样性、复杂性和基础性、原有组织体系破坏、管理难度大等特点。在此情况下,通过社会关系的恢复和重建,为受灾群众充能和增能,形成受灾群众的互助体系和社会支持体系,达到预防社会问题(特别是社会冲突)的产生、构建和谐社区的目的,应是社会工作介入的最佳路径选择。
Resettlement community is a kind of governmental settlement measure to resolve problems of inhabitants＇ residence and living. The characteristics of rehousing community are： transition, environmental degeneration, heterogeneity and alienation between the residents, the culture of disaster, diversity of problems, complexity and basicity, the demolition of original organization system, the difficult management and so on .Under this condition, the best choice of social work intervention is to restore and reconstruct the social relation, empower the residents, form the cooperation system and social support system, and the purpose is to prevent social problems （especially the social conflict） from happening, and make the harmonious community come to realize.
